Finmeccanica, attraverso Alenia North America (società controllata da Alenia Aeronautica), in team con L-3 e Boeing, si è aggiudicata una nuova importante commessa negli Stati Uniti. Il C-27J, progettato, sviluppato e prodotto da Alenia Aeronautica, è stato infatti scelto dall’Esercito e dall’Aeronautica USA come nuovo velivolo da trasporto tattico nell’ambito del programma congiunto JCA, Joint Cargo Aircraft.
Al team C-27J è stato assegnato un contratto iniziale del valore di 2,04 miliardi di dollari per la fornitura di 78 velivoli da trasporto tattico C-27J. I piani delle Forze Armate statunitensi prevedono l'acquisizione di 145 velivoli di cui 75 destinati all'Esercito e 70 all'Aeronautica, con una previsione complessiva di 207 velivoli entro 10 anni, per un valore stimato di 6 miliardi di dollari.
Il C-27J – offerto negli Stati Uniti dal Team C-27J, guidato da L-3 Integrated Systems con Alenia North America, Boeing Integrated Defense Systems e Global Military Aircraft Systems (GMAS, la società posseduta al 51% da Alenia Aeronautica ed al 49% da L-3) – è stato preferito all’EADS-CASA C-295, in quanto unico aereo della sua categoria in grado di rispondere al requisito operativo americano per il trasporto tattico.
Non sono ancora noti i dettagli riguardanti la ripartizione dell’attività produttiva e di supporto logistico tra le ditte del team C-27J. Qualche informazione in più è contenuta nel seguente comunicato ufficiale emesso dal Dipartimento della Difesa USA. “Il 13 giugno 2007, L-3 Communications Integrated Systems, L.P., di Greenville, Texas, si è aggiudicata un contratto a prezzo prefissato, stimato 2,04 miliardi di dollari, per la fornitura di 78 Joint Cargo Aircraft (C-27J Spartan). Questo comprende l’addestramento dei piloti e dei responsabili del carico, oltre al supporto logistico per conto dell’United States Army e dell’Air Force. Il contratto consiste in un ordinativo diviso in tre periodi di dodici mesi con consegne su base Low-Rate Initial Production, e due opzioni di 12 mesi in Full-Rate Production. In risposta alla Request for Proposal (JCA) emessa il 17 marzo 2006, sono state ricevute quattro offerte in piena ed aperta concorrenza. Il lavoro negli Stati Uniti sarà svolto a Waco, in Texas. La costruzione degli aerei avverrà in Italia. L’attività dovrà concludersi entro il 30 giugno 2012. Il referente (militare) dell’attività contrattuale è l’U.S. Army Aviation and Missile Command con sede al Redstone Arsenal, in Alabama.”
Il JCA è un programma congiunto dell’Esercito e dell’Aeronautica degli Stati Uniti per un velivolo da trasporto tattico. Il C-27J, equipaggiato con motori Rolls Royce AE2100, è la risposta ideale a questo requisito in quanto si tratta di un velivolo multiruolo caratterizzato da alte prestazioni, capacità di operazioni indipendenti, efficienza ed efficacia operativa.
Il C-27J, prodotto negli stabilimenti Alenia Aeronautica situati nelle aree di Napoli e Torino, è stato ordinato finora in 32 esemplari da parte dell’Aeronautica Militare Italiana (12 esemplari), Greca (12 esemplari, più tre in opzione), Bulgara (5) e Lituana (3). È stato inoltre selezionato dalla Romania che ha un requisito per 7 esemplari. Il velivolo è in gara anche nella Repubblica Ceca, in Slovacchia ed in Slovenia, ed è in corso di valutazione anche in Australia, Canada e in alcuni paesi del Medio Oriente.
La scelta del C-27J si aggiunge ai recenti successi delle aziende Finmeccanica sul mercato statunitense. Tra questi l’ordine per i nuovi elicotteri della flotta del Presidente degli Stati Uniti, l’affermazione della linea degli elicotteri civili di AgustaWestland, prodotti presso lo stabilimento di Filadelfia, il programma dell’aereo commerciale Boeing 787 Dreamliner, di cui Alenia Aeronautica, insieme con il suo partner americano Vougth, realizza il 26% della struttura, ed il sistema di lettura targhe realizzato da Elsag. Le aziende Finmeccanica presenti negli USA: AgustaWestland, Oto Melara, Elsag, Selex Sistemi Integrati, MBDA, Thales Alenia Space, Telespazio, AnsaldoBreda ed Ansaldo STS, impiegano circa 1.600 addetti oltre Atlantico.

Finmeccanica has won an important new order in the US through Alenia North America (an Alenia Aeronautica subsidiary), in partnership with L-3 and Boeing. The C-27J - designed, developed and manufactured by Alenia Aeronautica - has been selected by the US Army and Air Force as the new tactical transport aircraft for the Joint Cargo Aircraft (JCA) programme.
The C-27J Team was awarded an initial contract estimated at USD 2.04 billion for the supply of 78 C-27J tactical transport aircraft. The US Armed Forces’ plan is to purchase 145 aircraft (75 for the Army and 70 for the Air Force), rising to a total of 207 units over the next ten years, worth an estimated USD 6 billion.
The C-27J - supplied in the US by the C-27J team, headed by L-3 Integrated Systems, with Alenia North America, Boeing Integrated Defense Systems and Global Military Aircraft Systems (GMAS, a company owned 51% by Alenia Aeronautica and 49% by L-3) - was selected over the EADS-CASA C-295 as it is the only aircraft in its category that meets the US operational requirements for tactical transport.
No details have been released about the sharing of the production and logistic support activities between the team companies. Some more information are included in the following U.S. Department of Defense official press release. “L-3 Communications Integrated Systems, L.P., of Greenville, Texas, was awarded a firm-fixed price contract June 13, 2007, estimated at $2.04 billion for procurement of up to 78 Joint Cargo Aircraft (C-27J Spartan). This includes pilot and loadmaster training, and contractor logistics support for the United States Army and Air Force. The contract consists of three 12-month ordering periods for Low-Rate Initial Production and two 12-month options for Full-Rate Production. Four bids were received under the full and open competition in response to the March 17, 2006, request for proposals. Work in the United States will be performed at Waco, Texas. Aircraft manufacture will occur in Italy. Work is to be completed by June 30, 2012. The U.S. Army Aviation and Missile Command at Redstone Arsenal, Ala., is the contracting activity.”
The JCA is a joint programme run by the US Army and Air Force for a tactical transport aircraft. As a high-performance multi-purpose aircraft with capabilities of independent operation, effectiveness and operating efficiency, the C-27J – equipped with Rolls Royce AE2100 engines - is the ideal solution to this requirement.
To date, 32 C-27J aircraft have been ordered: 12 by the Italian Air Force, 12 (plus an option on three) by the Greek Air Force, five by the Bulgarian Air Force and three by the Lithuanian Air Force. Romania also selected C-27J for a seven aircraft requirement. Bids to supply the C-27J are also under way in the Czech Republic, Slovakia and Slovenia, and the aircraft is currently being evaluated in Australia, Canada and some Middle Eastern countries. The C-27J is produced in the Alenia Aeronautica plants in the Naples and Turin areas.
The selection of the C-27J is another success notched up by Finmeccanica companies on the US market. These include helicopters for the presidential fleet and the achievements of AgustaWestland’s line of civil helicopters, manufactured at its Philadelphia plant. In addition, Alenia Aeronautica and US partner Vought manufacture 26% of the structure of the Boeing 787 Dreamliner commercial aeroplane and Elsag produces the licence plate reading system. Finmeccanica companies AgustaWestland, OTO Melara, Elsag, Selex Sistemi Integrati, MBDA, Thales Alenia Space, Telespazio, AnsaldoBreda and Ansaldo STS all have a presence in the US, employing around 1,600 people in total.
